English has been recognized as a world language and learning English becomes fundamental to adapting to scientific and technological advances in the world. Thus, non-native English speakers around the world are now embracing the challenge of improving their English language competence, and eventually improve their self-efficacy in using English for them to adapt to the demands of the time. This need to communicate intelligibly and coherently both in oral and written English in an area of high speed and international dimensions in communication cannot be undermined for one's success in any undertaking may lie in the acquisition and proper application of these language skills.

This impression seems to be true not only among Filipinos but especially to other Asians such as the Indians, Koreans, the Chinese and the Japanese who are considered rising economic bulls in the Asian region. The past several years for instance saw an increasing number of these nationals in the Philippines. They have been here in the country for variety of reasons which include the availability of Special English Language Programs in the country. The Ateneo de Naga University for example has received many inquiries about a special language program of which these other Asians can avail themselves of. Hence, the Intensive English Program of the university is conceptualized.
